SYSTEMS REVIEW REPORT ON SERVICE DELIVERY AT KENYA'S BORDER POINTS
The Commission on 2nd September 2016 released a report on systems review on Kenya's Ports of entry (POEs) comprising Airports, Borders and Sea ports.
The systems examination was launched on 24th February 2015 and the exercise carried out between March and May 2015.
The Commission conducted the review through collection of primary data; formal and informal interviews, and observation of work processes, facilities and surroundings at the POEs and secondary data; review of documents laws, policies, manuals, circulars/correspondences and relevant documents.

The Kenya Ports of Entry (POEs) comprises Airports, Borders and Sea ports. The process entailed examination into policies, systems, procedures, processes and practices of work at points of entry. The exercise was conducted due to various reports and complaints by members to EACC and through the media.
The reports revealed existence of weaknesses, opportunities and loopholes, which facilitate corrupt practices at POEs. The complaints ranged from: bribery, tax evasion, smuggling of contraband goods, clearance of illegal arms, and clearance of illegal aliens. The examination of systems was carried out at sampled POEs of two categories, airports and border points.
The airports involved are, Jomo Kenyatta International Airport, Mombasa International Airport, Eldoret International Airport ,Wilson Airport and Ukunda Airstrip; and the border points ; Namanga, Lunga Lunga and Malaba.
The review exposed weaknesses in the issuance of Entry VISAs and other immigration procedures, inefficiencies in verification and scanning of goods, inadequate security in the entrances to the airports, border points and within areas that need to be secured through the CCTVs, delays in most of the processes, inefficient complaint handling mechanisms, discretionary decision making processes in some areas among others. The report is aimed at streamlining the systems, policies, procedures and practices with a view to promoting efficiency and integrity in the delivery of services at the Ports of Entry.

The chief guest during the launch held at Kenyatta International Convention Centre (KICC) was the Chief of Staff and Head of Public Service, Mr. Joseph Kinyua. Mr. Kinyua said the Government would ensure that the recommendations by EACC are fully implemented. After receiving the report, the Agencies involved are expected to; Prepare implementation plans (with clear actions, targets and timelines) and submit the same to EACC within one month of receipt of the report Agree with EACC on the Plan and immediately embark on implementation of the recommendations in the report.
The commission will continuously monitor and assess progress made in the implementation of the recommendations based on the implementation plan.
