WORKSHOP ON THE DECLARATION OF INCOME, ASSETS AND LIABILITIES

The Commission, through the Department of Ethics and Leadership Development, held a workshop on Declaration of Income, Assets and Liabilities (DIALs) for technical officers directly responsible for day-to-day management of DIALs in County Assembly Service Boards on 24th and 25th January, 2018. The workshop took place at the Mombasa Beach Hotel in Mombasa County.

The workshop was the third in a series of programmes targeting Responsible Commissions in both the National and County Governments, with two similar workshops having been held in 2017 for County Public Service Boards and County Executives. The decision to organize the workshops came about as a result of recognizing the need to build the technical capacity of Responsible Commissions to manage financial declarations, in line with the requirements of the Public Officer Ethics Act (POEA), 2003 with a view to enhancing compliance.

The workshop was aimed at equipping participants with the requisite skills, knowledge and attitudes with which to manage the declarations in their respective entities. 86 participants from 45 counties attended the workshop.


The opening ceremony was officiated by Hon. Johnson Osoi, Chairperson of the County Assemblies Forum (CAF) and Speaker of Kajiado County Assembly.
The EACC Vice Chairperson, Commissioner Sophia Lepuchirit, also graced the occasion.

During his keynote address, Hon. Osoi said that there is a need for collaboration between the EACC and the County Assemblies to fulfil the individual and collective responsibilities in promoting ethical conduct and tackling corruption in the counties, hence in Kenya as a whole.

He reiterated the commitment of County Assemblies in the execution of the mandate entrusted to them to ensure the effective and efficient use of public resources within the counties and confirmed that they shall continue to cooperate with the EACC in ensuring that the promise of devolution is achieved, through pushing for good governance, efficiency, responsiveness, and accountability in the management of public affairs.

Hon. Osoi also urged the Commission to relentlessly ensure strict compliance to ensure that unscrupulous Public Officers have no place to hide their illicit wealth. He added that Public Officers who behave like hooligans should have action taken against them.

In her remarks, Commissioner Lepuchirit said that Declarations of Income, Assets and Liabilities have been used to provide information necessary for investigations into embezzlement of public funds as well as acquisition of public assets by corrupt individuals. She also said that disclosures by some Public Officials have formed the basis for opening investigations against individuals suspected to have stolen from public coffers.

Commissioner Lepuchirit stated that the EACC will use applicable laws to ensure that nobody is allowed to benefit from public resources, saying that the country should not tolerate a few bad apples to kill the spirit and the good intention of devolution through their corrupt practices.
