EACC PARTICIPATES IN INTERNATIONAL INTEGRITY SEMINAR

The Ethics and Anti-Corruption Commission Chair, His Grace Archbishop (Emeritus) Eliud Wabukhala, was among 40 delegates from 25 countries, who participated in an anti-corruption integrity seminar in Hungary early this month.


His Grace Archbishop (Emeritus) Eliud Wabukhala, the Chairperson of the Ethics and Anti-Corruption Commission, with the President of the State Audit Office of Hungary, László Domokos, during the official opening of the Fifth International Anti-Corruption Integrity Seminar in Budapest, Hungary, on 5 March 2018.

The aim of the March 5-9 Fifth International Anti-Corruption Integrity Seminar was to promote integrity-based administrative culture and to enhance the transparency of the state apparatuses by sharing best practices from Hungary. It was hosted by the State Audit Office (SAO) of Hungary, whose President, Mr. László Domokos, emphasized that ethical leadership was one of the most important tools of establishing organizational integrity.

Speaking during the opening ceremony, Mr L√ɬ°szl√ɬ≥ further noted that organizations using public funds had an obligation to serve the public good, √Ę‚ā¨Ňďin other words, they must use public funds expediently, effectively and efficiently√Ę‚ā¨¬Ě.

The participants, drawn from Asia, Africa, Southeast Europe as well as South and Central America, had an opportunity to gain insight into Hungary√Ę‚ā¨‚ĄĘs integrity model, which was introduced in 2010. The model was first implemented in the Netherlands and has gained prominence in Hungary as a corruption control measure. Its aim is to cultivate a culture of integrity in public institutions.

The integrity oriented approach is risk based and focuses on Prevention of Corruption to complement enforcement. It aims at making the whole organization resistant against risk of corruption at all levels of the organization. The model places the responsibility of creating a culture of integrity in public institutions on the heads of the organizations and makes it mandatory for such heads to take up responsibility in the fight against corruption.

The process of cultivating a culture of integrity in public entities entails: Administration of a self-assessment tool to identify integrity risks; raising awareness and sensitization; development of integrity controls; implementation of integrity controls; auditing integrity through a methodological framework for measuring integrity, and continuous improvement.

Among those who made presentations at the conference were the President of the National Office for the Judiciary of Hungary, T√ɬľnde Hand√ɬ≥, the Director General of the Development Initiative (IDI) of the International Organization of Supreme Audit Institutions, the Deputy Auditor General of the State Audit Office of Vietnam, and the Chair of the Organization of ASOSAI (the Asian Organization of Supreme Audit Institutions) for the 2018√Ę‚ā¨‚Äú2021 period.

The EACC Chairperson was accompanied by the Director of Ethics and Leadership, Ms. Lucy Kinuthia.
