EACC ESCALATES WAR ON GRAFT IN LANDS MINISTRY

The Ethics and Anti-Corruption Commission (EACC) has conducted a two-day workshop on the implementation of Chapter Six of the Constitution, targeting senior officials of the Ministry of Lands and Physical Planning in the countries Central Region, which comprises five counties.

The May 10t-11th workshop held at the Kenya School of Government in Embu County, was part of a series scheduled for all directors, their deputies and heads of department at the ministrys headquarters and in all its county offices in the country.

The Commissions Secretary/CEO, Mr. Halakhe D. Waqo, set the tone for the workshop in a speech read on his behalf by Mr. Jackson Mue, the Regional Manager for region, which covers Nyeri, Kirinyaga, Laikipia, Nyandarua and Embu counties. He lamented the fact that the land sector continued to experience high levels of corruption and unethical conduct, thereby subjecting Kenyans to unnecessary suffering as they sought services in relation to land transactions.

''The Commission is undertaking investigations involving officials serving in the ministry for various allegations of corruption and unethical conduct, the CEO said. He highlighted abuse of office, fraud, evasion of stamp duty, slow and unresponsive service delivery, missing land records, presence of brokers in land registry corridors, delays in executing court orders, outright solicitation of bribes as well as double allocation and registration of land as some of the prevalent forms of corruption and unethical conduct in the ministry.

''In the Central Region alone,'' said Mr. Waqo, ''the Commission has completed investigations into over 35 land related complaints, resulting in the filing of over 20 civil recovery cases and five criminal cases against three former land registrars''. He added that ''36 parcels of land suspected to have been corruptly acquired by private persons in collusion with ministry officials within the region have undergone valuation ready for filing of recovery suits.''

In Laikipia and Nyeri, four parcels of illegally acquired public land had been recovered and two of them already handed over to the Laikipia County Government. The other two would be handed over to the National Police Service as they had been hived from land belonging to Karatina Police Station.

The Embu workshop came a few weeks after a similar one with the ministry's directors and their deputies in Nairobi, which was opened by the Chairperson of the Commission, Archbishop (Rtd) Eliud Wabukala. Mr. Charles Rasugu, Eric Ngumbi and Solomon Atela facilitated the workshop on behalf of the Commission, with Mr. Charles Mue as the chief guest.
