EACC Launch Examination Into The Systems, Policies, Procedures And Practices Of The Ministry Of Envi

The Ethics and Anti-Corruption Commission launched an examination to review and examine the systems, policies, procedures and practices of work in the Ministry of Environment and Forestry. The exercise was graced by the Commissions Secretary and Chief Executive Officer, Mr. Halakhe Waqo, Ms. Susan Mochache-Principal Secretary, EACC Deputy CEO, Mr. Michael Mubea and Hon. Mohamed Elmi, the Cabinet Administrative Secretary in the Ministry of Environment and Forestry.

The systems examination is in response to an invitation by the Cabinet Secretary Environment and Forestry. The objectives of the systems examination is to identify weaknesses, avenues and loopholes for corrupt practices through studying and examining the systems, policies, procedures and practices in the management and operations of the Ministry. The exercise also hope to make recommendations on how to seal corruption loopholes in order to promote and sustain transparency, accountability and integrity in the governance of the Ministry. In addition, the exercise will assist in the development and implementation of an action plan for the proposed recommendations.

In his remarks, EACC Secretary/CEO noted that the examination will analyse documents from Policy and procedural manuals, relevant Acts of Parliament, Board and Management minutes, Operational circulars and internal memos and Accounting, projects and procurement records. SCOPE The examination at Ministry will target the Administration Department that include the following directorates and divisions: General Administration, Transport, Finance, Accounts, Human Resources Management and Development, Public Communications, Central Planning Management Unit, Information Communications Technology, Supplies Chain Management and Internal Audit. Other Departments and Directorates of Environment to be reviewed are: Conservation, and Meteorological Services.
