EACC calls for urgent reforms at KPLC

29:05:2025: The Ethics and Anti-Corruption Commission (EACC) has officially released a report into the systems and practices of the Kenya Power and Lighting Company (KPLC), highlighting critical areas for reform in the organization’s operations.
The report, presented during a high-level event at Stima Plaza on Wednesday last week, underscores the urgency for enhanced transparency, accountability, and good governance within one of Kenya’s most strategic parastatals.
Speaking at the event, EACC Chairperson Dr. David Oginde emphasized KPLC’s central role in driving the Bottom-Up Economic Transformation Agenda (BETA), noting that improved electricity supply is fundamental to achieving nationwide economic growth and better livelihoods.

“This can be better achieved where transparent and accountable systems and procedures of work are in place,” he said. Dr. Oginde further stressed the importance of promptly implementing the recommendations of the report, warning that any failure or delay would only perpetuate the longstanding challenges affecting the energy sector.
“There is a critical need to act decisively and with urgency. Only then can we cultivate a culture of integrity and accountability within KPLC and across the wider public sector,” the EACC Chairperson said.
Echoing this sentiment, the CEO, Mr. Abdi Mohamud described the review as a crucial step toward identifying operational vulnerabilities within KPLC. He stated that the findings would serve as a foundation for improving service delivery, increasing efficiency, and aligning the company’s practices with global standards in the energy industry.

KPLC Managing Director Eng. Joseph Siror reaffirmed the company’s commitment to the reform process, stating, “We are determined to implement the findings of this report to better serve the Kenyan public.”
Board Chairperson Joy Brenda Masinde expressed her appreciation to the EACC for their support and affirmed the board’s willingness to seek further guidance in areas where KPLC faces systemic challenges. “We are grateful for the partnership and insights provided by the Commission,” she said. “This report offers us a clear path to strengthening our systems and policies.”
The release of the EACC report marks a significant moment for KPLC, offering an opportunity for deep institutional reform aimed at restoring public trust and enhancing operational excellence.
