EACC launches systems review of Kenya’s cooperatives
10:02:2026: The Ethics and Anti-Corruption Commission (EACC) has today launched a systems review of the country’s cooperatives, aiming to strengthen governance, curb corruption, and improve service delivery in the sector.
The launch took place at the State Department for Cooperatives’ boardroom in the NSSF Building.
The exercise was officially opened by Ms. Neema Mkorori (pictured above), Deputy Director of the EACC’s Prevention Department, who highlighted the critical role cooperatives play in national development and economic growth. She noted that inadequate oversight and weak governance frameworks within the sector pose significant risks to member welfare and the stability of cooperative operations.

“It is better to seal loopholes than to pursue losses after they occur,” Ms. Mkorori said, emphasizing that effective systems enhance transparency, accountability, and ethical management of resources while reducing opportunities for corruption and mismanagement.
The review will assess existing systems, policies, procedures, and practices in cooperatives to identify vulnerabilities and recommend measures to strengthen internal controls. At the conclusion of the exercise, the EACC will produce a detailed report with recommendations for implementation by the State Department for Cooperatives and other relevant agencies. The department will then develop an implementation plan and submit it to the Commission for ongoing monitoring.
Mr. Patrick Kiburi Kilemi, Principal Secretary of the State Department for Cooperatives, welcomed the initiative and reaffirmed the department’s commitment to working with the EACC. He noted that the collaboration, supported by an existing Memorandum of Understanding, is aimed at enhancing service delivery and improving governance across Kenya’s cooperative sector.
