Counties, EACC unite to safeguard Industrial Parks Programme for agro-industrial growth

12:03:2026: EACC has today launched a compliance monitoring exercise for the County Aggregation and Industrial Parks (CAIPs) Programme, a major national initiative aimed at accelerating agro-industrialization and strengthening local economies across Kenya.
The launch event, held at the Ministry of Investment, Trade and Industry headquarters in Nairobi, brought together national and county leaders who reaffirmed their commitment to ensuring the programme is implemented transparently and in line with established governance frameworks.
Speaking during the launch, EACC Vice Chairperson Dr. Monica Muiru commended the Ministry, the Council of Governors, and county governments for partnering with the Commission to safeguard the integrity of the CAIPs programme. She urged county administrations to strengthen systems that promote transparency, accountability, and proper oversight.
Dr. Muiru emphasized that strong collaboration among institutions is critical to advancing Kenya’s development agenda, particularly under the Kenya Vision 2030 framework.

In remarks delivered on behalf of Cabinet Secretary Lee Kinyanjui, Principal Secretary Dr. Juma Mukhwana said the compliance monitoring exercise comes at a crucial time as the programme moves into key implementation stages.
He noted that the exercise will assess whether the rollout of the industrial parks aligns with Kenya’s legal, financial management, procurement, and governance standards that guide public investments.
Representing the Chairperson of the Council of Governors, Uasin Gishu Governor Jonathan Bii described the monitoring exercise as a constructive step toward strengthening governance systems within county governments.
He said the initiative would help identify risks early, enhance accountability mechanisms, and ensure effective delivery of the programme across counties.
County governments reaffirmed their commitment to transparency, prudent management of public resources, and full cooperation with the monitoring teams during the exercise.
The CAIPs initiative is expected to unlock new opportunities for farmers, cooperatives, micro, small, and medium enterprises (MSMEs), and investors. The programme aims to boost manufacturing, create jobs, and promote sustainable economic growth across Kenya’s counties.
