Dr. Oginde calls for mindset shift in management of public resources
27:08:2026: The Ethics and Anti-Corruption Commission Chairperson, Dr. David Oginde, has called for a fundamental shift in mindset and attitudes towards the management and use of public resources, noting that laws alone cannot eradicate corruption.
Dr. Oginde made the remarks during a panel discussion on “State Accountability” by Constitutional and Independent Offices, held during the second commemoration of the Constitution of Kenya, which was presided over by H.E. President Dr. William Samoei Ruto at the Kenyatta International Convention Centre (KICC).
The commemoration brought together Kenyans from across the country to celebrate the promulgation of the Constitution and reflect on its enduring values and principles, including good governance, integrity, accountability, human rights and the rule of law.
The Chairperson, who was accompanied by the Commission CEO, Mr. Abdi Mohamud, emphasized the need for leaders and public officers to recognise that public resources entrusted to them are a sacred responsibility and must be used strictly for their intended purposes.
“The greatest and most important thing we need to do as a nation is to change our mindset and recognise that public resources entrusted to us must be used for the purposes for which they are intended,” Dr. Oginde said.
He said that cultivating a culture of integrity, accountability and responsible stewardship of public resources is essential to winning the fight against corruption. He also highlighted the Commission’s achievements in asset recovery, noting that EACC’s efforts have earned international recognition.
The commemoration followed the presidential proclamation issued in August 2025 ahead of the 15th anniversary of the 2010 Constitution coming into force. The occasion provided an opportunity for Kenyans to renew their commitment to upholding and protecting the Constitution and its promise of a just, equitable and accountable society.
Among the dignitaries who attended the occasion were Deputy President Hon. Kithure Kindiki, Prime Cabinet Secretary Musalia Mudavadi, Attorney-General Dorcas Oduor and Chief Justice Martha Koome.
