EACC presents systems examination report on National Police Service

14:11:2025: The Ethics and Anti-Corruption Commission (EACC) on Thursday presented its report on the examination of systems, policies, procedures, and practices within the National Police Service (NPS).

The event was held at the National Police Leadership Academy (NPLA) and attended by senior officials from both institutions, including EACC Chairperson Dr. David Oginde and Inspector General of Police Mr. Douglas Kanja.

The examination, conducted under the Commission’s corruption prevention mandate, aimed to identify weaknesses and practices within the NPS that create opportunities for corruption. The report provides recommendations to strengthen transparency, accountability, and efficiency across the service.

The exercise was supported by the United Nations Office on Drugs and Crime (UNODC) and the European Union (EU) under the Programme for Legal Empowerment and Aid Delivery in Kenya (PLEAD II).

While presenting the report, Dr. Oginde commended the IG for inviting the Commission to conduct the review, describing it as a demonstration of the NPS leadership’s commitment to institutional reform. “The examination has highlighted systemic gaps requiring urgent action, but it also presents an opportune moment for transformative change within the Service,” he said, reaffirming EACC’s commitment to supporting the implementation of the recommended reforms.

In his remarks, IG Kanja described the collaborative initiative as a significant milestone in promoting transparency, integrity, and accountability within the Police Service. He expressed confidence that the report would serve as a cornerstone for the ongoing reform journey.

EACC CEO Mr. Abdi Mohamud emphasized that the examination was not a fault-finding exercise but an effort to strengthen governance within the NPS. He urged the Service to establish a corruption prevention framework to ensure the sustainability of the recommended reforms.

The EACC’s report underscores the importance of institutional reforms in creating a professional, accountable, and corruption-resistant police service.
