Two arraigned for impersonating EACC officials and extortion

01:04:2026: Two suspects have been arraigned at the Milimani Criminal Court for impersonating officers of the Ethics and Anti-Corruption Commission (EACC) and extorting money from a member of the public.
Annastacia Mueni Kavemba and Stephen Muleu Ngati appeared before Hon. Joan Mati on March 31, 2026, where they were charged with conspiracy to commit a felony and impersonation. They denied the charges and were each released on a bond of Kes500,000 with a surety of a similar amount, or an alternative cash bail of Kes100,000. The case will be mentioned on April 13.

Their arraignment follows an operation by EACC officers after a complaint was lodged on March 29, 2026. According to the report, Ms. Kavemba allegedly contacted the complainant while posing as an EACC officer, claiming the individual was under investigation and demanding money to influence the outcome and forestall further action.
Acting on the complaint, EACC officers conducted an operation that led to the suspects’ arrest after they received Kes20,000.
The Commission cautions the public against falling victim to such schemes and urges anyone approached by individuals claiming to be EACC officials to verify their identity and promptly report any suspected cases of bribery or extortion.
